On Nabh a jail-break

Capt. Amrinder Singh said I think the first thing I want to speak about which is very crucial matter for us is Nabha Break-in and Break-out which took place yesterday. I want everyone to first understand that what has been happening in Punjab for the last one year with the tearing of Holy books of Sri Guru Granth Saheb, Geeta, Quran Sharif which have been going on with an attempt to polarize people and to create a situation conducive to Akali Dal’s own political game. 

We had the DG Police of Punjab make a statement just a month ago that there are 57 Gangs operating in Punjab fully weaponized and these 57 Gangs have about 470 gangsters and suddenly he went quiet because obviously he was told by the Government of Punjab - CM and Dy CM and yesterday what we have, is to my mind, continuation to what was going on as a jail break happened from high security Jail of Nabha which has got three tier of security. It is one of the highest security jails of the State and highest security that we have in Punjab. Now these are obviously people who have broken, one has been caught - Khalistan Liberation Front. The strategy of this Government is to add more fire power and what they wish for current elections, the five people that are still, not caught are all gangsters of Western Punjab which is Shri Prakash Singh Badal and Shri Sukhbir Singh Badal’s area, Jalalabad and Lambi.

I want to talk about the decision of the SYL Canal because SYL Canal, I think, most of you don’t know. From 1980 onwards, this issue arose out of the Anandpur Sahib resolution. It was a Resolution which was passed by the Akali Party and sent to the Government of India. We had in 2004 for the sake of peace in Punjab and Water in Punjab passed the Termination of Agreements Act in the Assembly. Why it is a crucial issue because when the Haryana was carved out of Punjab in 1966, all property and all assets were divided 60:40. Now here we had 60% of the land and Haryana had 40% of the land but Haryana has 12 mcf of water and Punjab was left with only 8 mcf of water. Punjab has Sutlej Beas and Ravi waters whereas Haryana has Yamuna water at Tajewala and Punjab never claimed Yamuna water because we were not riparian to that water, it was Haryana’s water. So Haryana has 12 mcf, 40% of land and we have 8 mcf and 60% of the land. Therefore, we are objecting to this issue and now the Supreme Court has done it but the Supreme Court has done it only on four issues. Eradi Commission estimated that water was 12 mcf. So before you can decide on where and how much water should go, you have to find is the water and the rivers? So, this is like putting the cart before the horse.

And I wanted to say on this Break-Out and Break-in. I do not have any faith in the Punjab Police doing the enquiry because 57 Gangs were mentioned by the DGP and those 57 Gangs disappeared because the DGP, nobody is talking about it anymore. This matter should be given to the CBI to have an independent enquiry as to how a Break-in can take place into a High Security Jail. I blame Mr. Badal fully. This matter is done by them and they have done it with the objective of further provoking tensions in view of the Elections. Monday, 28th November, 2016
